Public Offer (Terms of Service)

1. General provisions

This document is an official public offer under Articles 633, 641 and 642 of the Civil Code of Ukraine, addressed to an unlimited number of persons, to enter into an agreement for the provision of information and analytics services on the terms set out below. The service is provided by Individual Entrepreneur (FOP) Vladyslav Liubachevskyi (the “Provider”), operating the “ParseKeep” service.

Payment for the services (in full or in part) constitutes full and unconditional acceptance of the terms of this offer. From the moment of acceptance the agreement is deemed concluded.

2. Subject of the agreement

The Provider gives the Customer access to information and analytics services about the Ukrainian real-estate market, based on open data, in particular:

The services are of an informational and reference nature, are not an official property appraisal and do not replace the conclusion of a certified appraiser.

3. Price and payment

The cost of the services is shown in Ukrainian hryvnia (UAH) on the relevant pages of the service and in the personal account at the time an order is placed. For some plans the price may be shown in US dollars and charged in hryvnia at the exchange rate on the payment date. The Provider is a single-tax payer and is not a VAT payer.

Available payment methods:

Payment is considered completed once funds are received. Card-payment security is handled by the payment service; the Provider does not store full payment-card details.

4. Order of delivery and timelines

Services are delivered electronically. No physical goods are shipped — the Customer receives the result in the personal account and/or at the specified email address.

5. Rights and obligations of the parties

The Customer undertakes to use the provided data and reports lawfully, without infringing the rights of third parties. The Provider undertakes to deliver the service in the agreed scope and timelines and to provide support on matters related to the service.

6. Refunds

The terms and procedure for refunds are set out in a separate document — “Refund Policy”, which is an integral part of this offer.

7. Liability and force majeure

As the data is compiled from open sources and is of a reference nature, the Provider is not liable for decisions made by the Customer on its basis. The parties are released from liability for non-performance caused by force-majeure circumstances.
